I think you should mount those lights on the bumper for a few reasons. First: they will be low profile and out of the way on the bumper. Second, you will be able to use them on the highway and other roads as well as offroad instead of only using them offroad. But they look good either way. If I were you I'd put those on the bumper then get another 2 sets (4 lights) for the rack when you decide you want more lights (if you ever do). Anyway -- I vote bumper because they will be more practical and useful. Nice Build so far!
Here's how I have mine mounted: (Not the same lights)

Thanks! You have a point on they're use. The only reason I don't like the bumper is it looks like it'll slighty block my headlights. Like a very tiny bit. I would put them more towards the middle more but it doesn't look like it'll fit. Idk I'll have to mess around and see.

Another option could be under the bumper near where factory fog lights are mounted. I've seen it done before very well and cleanly but those lights you have look like they might be a bit too big. It's worth adding that to your options though I think.

Thanks guys!
Next I want to do gears (and would love to do lockers). Go to 4.56s. I was debating between them or 4.10s but I don't do much highway driving so 4.56s seem more likely. It's gonna be a while since we just moved. I suppose after that it'll be other stuff like bumpers, flares, some other small things and whatever else catches my interest.
