We fixed it. We got a new cruise control servo and throttle cable from the jiunk yard and put it on and that fixed it. Cruise control servo = canister next to the battery that is connected to the throttle.
I dismantled the bad servo and I could actuate the three pistons that control the vacuum on the diaphragm using a nine volt battery. That all apeard to be fine. It appeared the middle piston that opened up and let the vacuum pull on the diaphragm so I put power to it and tried to pull a vacuum and it wouldn't hold any. I tested the other two pistons as well. No matter what I did I couldn't get the diaphragm to move. It looks like our vacuum leak was the diaphragm inside the canister.
