Default Red "Air Bag" light stays lit on Instrument Cluster Panel

So, I have some spare time and want to learn something on my '97 GC Laredo, 4.0L. I have a photo of the Snap On screen on my air bag light issue. The message says "No Communication. Is key on? Ensure scanner is connected. Wait 15 seconds. Vehicle Voltage to scanner too low." Guessing this means the air bag module is bad, since no codes are provided, not sure. I checked the 10 amp fuse for the airbag and it was good, and the hot side of the fuse had 12.6 volts. Is there a wire I should check at the module harness to see if it has the appropriate voltage going into the module? I did take a straight ground from the battery and fastened it to the chassis of the module, thinking maybe the ground was bad, but absolutely no rust and all shiny, but the red light never went off. Any ideas, let me know. My seat belt light is still functional and goes out after a few seconds once the Jeep is started, even if you don't have the seat belt on. But no seat belt buzzer. The horn works fine.
