JCR OffRoad spare tire mount. Was mounted on their roof rack, but I suppose you can mount this anywhere.
Bolt pattern 5x4.5. Adjustable for height.

How wide is the Mounting plate? i see its adjustable to i assume the tire can be snug to the roof rack?... id be interested for 30 bucks and im semi local( 45 or so down 78)
