Inner fender wheel missing?

Not needed, but nice for some reasons. Most people remove them when they lift/cut fenders. Without it the tires can spray mud/water/road salt all over inside the fenders and into the door hinge area. I've got mine removed but I oil the hinges every so often, and I wash mud out of a lot of nooks and crannies whenever I'm done offroading.

I took mine out when I cut my fenders and put a pool noodle in and sprayed great stuff foam around the noodle and painted it, now you can't tell the difference
