I have used the 3m "press in place" emblem...

I have used the 3m "press in place" emblem double-sided tape in the past, works great and holds extremely strong.
Conforms to the back-side of the emblem for maximum surface area adhesion

If it is truly just surface rust, would wire brush off the flaky stuff then use naval jelly to neutralize the rust.
Then hit it with a wire-wheel and paint it with some good anti-rust spray paint

Somehow my windshield washer pump ground went bad. Cleaned up the ground inside the engine bay on the fender but still only saw 8v at the connection.
Bypassed it and ran a new ground, instantly...

I installed mine without pulling the t-case. Just dropped the cross member IIRC to lower the trans down a bit which gave me a bit more clearance up top.
All in all, pretty easy to do in the Jeep....
