Default 1998 ZJ still running hot at idle after cooling system overhaul

New gates hoses water pump and tstat. New spectra radiator. New Hayden fan clutch. Flushed with my hose while the pump and stat was out till clear. Before after about 10-15mins idling on a 9x* day it could get as high as 3/4 of the gauge while at idle. It's much better now however after about 20 mins stuck in a drive thru last night it slowly started to creep up just a bit past 210. It's only an issue sitting still. Even before all the new parts. The Shroud is there all of the weird rubber stuff that goes around it to seal it off is there. My guess is stuff still in the block I was thinking about doing a CLR flush but I've never done one. Any ideas?

Could be an air pocket, dont know. How old is the radiator cap? It wasnt listed. And how far past 210? Does it keep climbing, or hold steady? Is it a 4.0L? Because right around 210 is where it should be +/- a couple degrees. I believe its the same for the v8.

Cap is new gates also. I didn't wait to see how high it would get and while moving it sits around 200ish. Possible there's an air pocket. I noticed today so gurgling (only when dead cold) while backing out of my driveway. Also I did find out I didn't get a good seal on the tstat housing a few days ago so I pulled that apart and redid it.

The mechanical fan shroud makes a difference too. I didn't realize how much until I put one on.
