PCM gets hot

Hi all, it's been awhile. My old account was shut down.
My XJ has been in hiding for a couple years. i threw on a battery charger today and after a couple hr charge, I turned the key and did not hear the pump charge. Also, the fuel gauge doesnt come up. We also found no power to the coil.
All of the fuses and relays are good. Cleaned up the grounds.
I happened to touch the PCM while poking around, and it was very warm. Key was off for 45 mins. Pretty sure that's not normal.
Could the computer be failing to give permission for the ignition an fuel system to operate?

The title of the seciton reads: "Aftermarket electrical systems Aftermarket electronics only! stereo head units, CD players, MP3 players, speaker systems, amplifiers, hardmounted GPS devices, computers, headlight upgrades, fog lights, off-road lights, general wiring and anti-theft devices."

You have a problem with your stock computer. It is not an AFTERMARKET computer. What part of AFTERMARKET don't you understand?????
