Heat/AC only coming out defrost vents

Heat/AC only coming out defrost vents
2000 Cherokee, blower motor only works on setting 1 and 4, I have already purchased a new blower motor resistor and am going to put that in soon. The biggest problem I am having though is the heat mostlycomes out of the defrost vents no matter what directional setting I have it set to, heat partially comes out of the front vent when set to it, but no where near the amount that is comin out of the defrost. I was told to check the vacuum lines, but I'm not sure that's the issue and I'm skeptical about replacing the entire 3 **** panel mounted on the dash cause the entire panel part runs around 200$ new. Anyone got any suggestions or had this issue before??
