That's true.
Let me tell you a story back when I was working at a house in the development.
The framers came in and built the wall in the basement where we can mount the panel on along with bunch of disconnects and sub panels.
Anyway the housing inspector said they did a terrible job and told them to re-do it.
We only know about this because we had to come in to repair the damage done to the electrical stuff....
What happened was that, the framers thought by flipping the main breaker off, everything is dead.
We had to replace the panel and the service entrance from the meter because the wall failed inspection...
THEY SHUT THE MAIN BREAKER OFF, LOOSENED THE LUGS AND PULLED THE PANEL OFF WITH THE SERVICE ENTRANCE STILL ENERGIZED.
The both hots touched each other and there's been a surprise shower of sparks. The panel was destroyed and the guy had to be rushed to the hospital. They tried to blame it on us. LOL.
We never got any notice saying we needed to disconnect the power or remove anything. The framers just took it upon themselves thinking shutting the breaker meant everything lost power. They never even asked us to come by at all. The inspection report said the wall failed, not the electrical work so they must have figured they didn't need us plus didn't want to pay the cost of having us disconnect everything so they can repair the wall.
Crazy ****.

That wasn't the first time the framers had done this kind of **** either. But that story always topped everything else out. Happened 13 years ago and we still reminisce about it

You mean when they sawzall through the joists for the shower/tub drains? Or when they decide to take out few load bearing studs just to bring in a large bath tub? Or when they sawzall through several studs to run a 3" sink drain?
You should hear what plumbers say about HVAC people.
