What's wrong with my toy package electrical sys ?

1998 IL6, 4.0L, 4wd, factory tow package,

I have tried 2 seperate tailer plug conversion kits (7 to 4 ) and all I get is running lights. What can be causing this? Can't find the fuse.

Post some pictures or a diagram of how you are wiring it.
