It's the "height sensing rear proportioning valve" found on the MJ model. As you can see, it's a component of the braking system. You have a missing element in the arrangement. There is a link (J9005-9) that connects the lever to a support bracket on the diff cover. It is essentially a simple rod that has a socket fitting on both ends, facing in opposite directions. There is a ball on the back side of the nut in the picture (where your hand is) and on the support bracket on the diff cover that the socket inserts onto making it a ball and socket connection.

This is about the best I could come up with. The dirt prevents from seeing the bracket/ball connection point at the bottom end of the link. Sorry, pre clean-up.

Ok thanks! I saw a metal bracket folded over on the diff cover. Figured it was missing a part. Truck seems to brake fine without it, should i be worried about fixing it???

it will work fine with no load in the bed. it senses when there is a load in the bed, adjusting the bias to the rear brakes. i ditched mine and put one under the hood.

i removed and bypassed the whole deal years back.. no issues for me
