Exhaust stud issue

Why does jeep use the super hard stud in the rear exhaust at the rear of head.??????
watta *****.
Just have always had to repair them. Every motor that's had work like engine rebuild or head gaskets replaced this bolt has been snapped leaving half in the head.
Bummer .
How do u guys drill these out.
Used every drill bit and can't find one that works.
Just saying.
I know it is an engineering thing but come on, change it to something more maintainable.

I know the frustration. I gave up drilling out, because it often leaves you with more work, if it even works to remove the stud. I just weld a nut or another bolt to it now. If its flush, or sub-surface, use a hollow steel tube/pipe small enough to fit but large enough to get some weld down in the inside of this tube. then weld a nut to it. The added heat from welding always pops these loose.
