Check Engine Light

Check engine light on change all the following, with all OEM parts twice, code P1931 replaced Cam, crank, TPS & engine harness. Removed distributor inspected, disconnect battery clear codes & starts right up and code P1931 come up right away, remove inspection cover bell housing & made sure flex plate tight. 4.0 auto, only thing left is timing chain, ECM & maybe pull trans. Please help.
