703's generally are 87-98. Some 98's take the newer 784's. 99-01 are all 784's

I am interested in 2 sets. for both my 2000xj and my 1998xj . Thanks.

MOST '98's take the 703s since they switched elctrical plugs and injectors very late in the model year. I think I've only ever seen 3 '98's with the newer style plugs. Here is a photo of one of each side by side. The thinner plastic injector on the left is the new EV-6 style (784) and the fat metal one on the right is the old EV-1 (703):

So if I have a 2000xj w/ exhaust, intake and tb spacer I'd wanna go with the 748's? Or the ford ones?

You could use either and see an improvament over what you have but the 849's would give you a bit more pep when combined with your increased air flow. As I tell anyone who buys the Ford 849's from me if you put them in and are not happy just send them back and I will swap you a set of the 784's.
