Yes I'm stationed at an overseas location. Germany. But it's not treated as an overseas address. It literally ships like regular parcel, no overseas shipping fees included. Only thing you will have to do is fill out a customs form at the post office when you ship it.
If you could ship it to an APO I'd greatly appreciate it! If not its cool.

Okay that's fine no rush. UPS does not ship to APO. Only USPS. If it ultimately comes down to it I can have you ship it to a family member that lives stateside then have them ship it to my APO. It'd just suck because I'd have to pay for shipping twice.
I am interested on these mounts. I have a 2001 xj with original bumper. No accidents. Do you have a template that goes with these? Give me a call or text. I am in Greensboro, NC and can also drive up. 912-339-7333

There is no template, just bolt up, measure and cut.

I'd be pretty concerned with these not holding up.
But for most people, I guess they're not in need of something overly stout.
Though for the cost, it seems like regular tow hook brackets would make sense?

How so? I have snatched rather hard on these and so have many customers. Real world experience slightly outweighs you speculation.

Pulled in a straight line, I don't see too much of an issue with 1/4" holding up.
However even 1/4" mild steel (1018), when it has a bending moment put on it, bends easily enough.
By now, myself and others I wheel with (past and present) would have bent those easily, as the bending moment on yours is where the 3/4" meets the 1/4". As well, the HAZ area, appears to be the same area as where the bending moment would be, thus causing further issues.
So, in all...the torsion created by the mount extended out from the frame, the HAZ and bending moment being the same area, and the bending moment being still just 1/4"...they wouldn't much survive out here much outside of being pulled out of a ditch. I'd be willing to put money on it that I could take a single wack from the side with a 20 lb. sledge and get those to bend. That...isn't something I'd want to trust to get me out of sh*tty situation.
