The stock cables from the XJ will work great with the ZJ brakes. You will need to purchase a pair of cable clamps (less than $1), you just loop & cable clamp them to the emergency brake actuator arm.
I include the drivers cable because some folks "want to do it the correct way".
You can get a passengers side cable for a Liberty, but I suggest getting it local because a lot of people complain the after market cables do not fit correctly.

I suggest using the stock cables. Get a set of small cable clamps, loop the cable around the arm & clamp it. Done. They cost less than $1 for both.
I include the drivers side ZJ cable for those who "want to do it right".

On a '97 up, I would get stock XJ cables & use them. JY would be cheapest but you will need to disassemble all of the drum brakes to get to the cable end free. Or you could get a new one for a ZJ (drivers side) & for a Liberty (passenger side). Just get them locally in case you have a problem with the fitment.
On the older XJ's I'm not sure. I have a '89 with a 8.8 & disc's but no cables as well. I'll need to figure something out on the '89. I'll probably just get some JY cables that are fit correctly & cable clamps.
