What did I screw up? Gas coming out of tank, overflow

So I have a 98 XJ WITH a 5.3 in it. Bought it that way. Been fixing it up bit by bit, or trying to at least. I replaced the fuel pump and thought all was good until I filled up today. It was chugging along and I looked over and saw it approaching 17 gallons, well that didn't seem right. Sure enough, there was a nice puddle of fuel dripping down from gas tank. I waited 5 for the gas to hopefully dissipate and went on my way. Thinking surely I was going to blow up and leave my daughter orphaned, but I made it home, lol. It seems to drive fine but I think I am getting a fuel bleed down now as well which I'm sure is related. If I cold start right to start it just cranks and doesn't fire. Then seconfmd time I crank it it starts instantly. If I hold in run posistion for a few seconds before starting on cold starts, for it to prime, it seems to do better then.

So... What have I f'd up this time?

There is a custom Novak regulator on top of pump, maybe that's not sealing properly. I also had to drill 2 holes in top that im not exactly sure what they're for but the old one had them. I'm assuming a return line and something else.
