Upper contral arm unibody mounts.?

Upper contral arm unibody mounts.?
I'm in the process of lifting my Cherokee 6.5 inches and I'm trying to get these damn bolts out but the bushing and bolt are seized and won't budge. The arms are seized so theyre parallel with the unibody rails so they're pretty out of the way. Can I just cut half off and install my long arms and leave the rest in the bracket? Or will it get in the way while flexing?

It's a Bds long arm. The driver side mount is literally 2 inches from the fuel lines so I don't really wanna get in there with an angle grinder. I was thinking cut then as short as possible .
