Thoughts on adding 1.5 shackles
I'm looking into addjng 1.5 inch rear shackles on my 98 xj with a 3.5 inch full suspension without add a leaf, what are your guys thoughts on this?

I just did the same thing with my 3 1/2" lift full spring pack. I used the greaseable boomerang shackle for a bit more flex in the rear and a 1 1/2" spacer in the front.
This is a temporary setup till I do my long arm kit next year, but I'm pleased with it so far for what it is. Everything else for the 4 1/2" lift was upgraded from the 3 1/2 with much better suspension front to back.

That would put you at 5 inches of lift. I would say you will need control arms, sye and brake lines. Do you have an adjustable track bar? If not, you will probably need one as well.

You've got 3.5" already. Any more lift and you're going to have to start doing some extra work to make it work. At 4.5"+, you'll need an adjustable track bar, longer shocks, extended brake lines, new control arms (both upper and lower, at least the uppers need to be adjustable), and long arms would ride and perform a lot better. You also may need a sye or transfer case drop at that height (sye is the much better option there, transfer case drops suck).
