What kit did you buy that came with the wrong shocks?
He meant BPE's. Bar Pin Eliminators.
I'd be getting in touch with the Ebay seller and having them send me the correct shocks.
Though, I can't imagine what shock they sent you since stock shocks will actually bolt on to a 3" lift well enough to drive it down the road.

Call them up and get them replaced. Tell them how aelre you suppose to use shorter shocks for a lift.
Was is the compressed and extended length from eye to eye on the shocks. What makes you think the are short

Black body JK shocks ride nice... yes I mean BPE... be warned they are kind of a PITA on replacing the rear shaft to fit the lower rear mount. You'll need a good vice or press to put in a larger shaft and also to take out the bar pins, if you need to do that for the rears.

That is why I never suggest a kit.

OP, how about post a picture of this lift you have.
Was it new? Used?
Either way I'd be contacting the seller... unless you like taking it in the rear.
