Default sagging leafs?

will adding shackles to a rough country lift help with the sag on the rear add a leaf springs?

Wont fix the leafs.
but if you get a lifted shackle could help raise the rear.

What about if the lift I bought comes with shackles, will it reduce the amount of sag?

Technically, no. It will only lower the mount point of the rear of the leafs, which will give you a little boost but as cj pointed out, it won't fix them

yeah I know it won't fix them but, will there be a difference if I had shackles vs if I don't have shackles?

I might be a bit confused as to what you are getting at, but in general, longer shackles=taller ride height. Using the longer RC shackles should help you get your lift back to where it was before the springs started to sag, but in the end you still have a sagging leaf pack that you will have to replace.

When I had a 2" rc aal and a 2" rc shackle it actually started to sag worse. And it will only get worse. Ideally you want to try to get new leaf packs even if they are stock size and then a shackle. I know this does cost money though and a cheaper route would be junk yard s10 bastard pack or even non sagging xj leafs and then the shackle.
