Rusty Floorboard?

Rusty Floorboard?
I was just curious today when i was fooling around with the jeep and i took the carpet back on both the driver and passenger side. The passenger side had minimal surface rust, and the driver side had NO rust, but it had a aluminum foil looking pad stuck to it. maybe 1foot wide by 1.5 feet long.
So my question is. for a 2000 xj with 225k is the minimal surface rust normal? and is there anything i can do to prevent it from rusting anymore?
and is the sticky looking aluminum pad factory.

anyways, you can buy rust-primer paint from your advanced auto/wal-mart, etc and it helps prevent the rust from spreading when water, mud,whatever gets in/on it. I had to do this to my 95', paint it and then reweld sheet metal to give it some surpport.
and i believe the sticky aluminum padding, is basically a "heatsheild".
I've seen some xj's have it on their catalytic converter, and near the
transmission to prevent the metal from getting extremely hot. I removed
the carpet from my XJ, it too has it. <-- That's my thought!

My 96 with 231,xxx on it was rotted. Granted im in northern ny where they salt the roads religiously but it was bad on both sides. I was able to cut up an old stop sign and put it under the carpet on both sides as a temporary fix until i can get so time and decent wear thee to cut the floor out and weld in new sheet metal
