Default Rough country leaf springs
Just bough a set of rough country full leaf packs for my 99 xj, there is a plate on the bottom of the set(underneath the smallest spring) that I was wondering if it stays on or comes off? Any replies would be great, thanks

It stays on. Those are shims.

Leave them on but depending on your pinion angle they may need to be replaced. You will not really know until the lift is installed.
