going to be REALLY hard to get under 400 unless you go used, or weak.
Your really going to want to go used, and something with gutter mounts imo.
you can also buy gutter mounts and try and find a fab'er, with limited options you can stay under 400, shipping is also brutal.

I am thinking about buying this one for the price. It holds 150 lbs. I don't think I want to dump $500+ into a roof rack, so this one is pretty appealing.

X2

This was the one I was looking at before running into a sweet deal on a surco rack used.

You could get that rack and reinforce it and weld some gutter brackets on it and thy will probably double the carrying load

Thinking about getting this and welding some light tabs onto it also.
