Rear Mudflaps and the fuzz from Hell!!

Okay, I have a 97 with 4.5 on 31.10.5.15.
I work out of town about 25 miles and there is a stater who would scratch his own mother out there.
He's dinged 4 guys I work with for no rear mudflaps as his PRETEXT to get inside a rig. I've been lucky enough not to get had by this Yayhoo YET!
I would like to put some removeable flaps on the back. I have a hitch and the stock bumper for now.
Any ideas and/or suggestions?
Lookin for the cheap way as I hate having flaps period...
but, it's the law.
TIA

getting dinged for no flaps doesnt mean you have to let him root around in your Jeep looking for something...for obvious reasons lack of mud flaps doesnt give the LEO reasonable doubt that you have something illegal in the Jeep

put one of those awesome skirts like some big rigs have on the back, just put a couple screws through the bottom lip of the rear bumper. when you take it off nobody will be the wiser

If you have a trailer hitch..you could just weld up a "t" bracket that fits in the reciever, then go to some place like napa, pick up a semi mud flap, cut in half, and screw the halfs to the cross bar...quick,legal, easily removable.

something like so

When the hell is it the law to have mud flaps on small trucks and SUV's?

^^^ common on a lot of states, usually a fender flares thing or if x portion of your tires is exposed from the rear

Hooper, not saying I'd give him permission to search, but at 12 at night and when the locals are leaving a bar, it's the exact reason they need to see if you've been drinkin.
I don't drink and drive, so I'm not worried about it. Just want them to do their job and do it correctly.
Domaas, I dig the idea. I might look into doin that. what kind of steel did you use? I have to drive 40+ miles to even get steel around here.
I dig it though.
Thanks for all your help.

The photo is not of my truck, but i have had to do something like this before, mainly on street legal prerunners with glass bed sides and rear cages. Its not the most cost effective..but if you have a home depot, or lowes around you could get some small lenghts of steel, or better yet aluminum there and just drill and rivit the bar together if you dont have access to a welder.
