Rear hitch modification?

Rear hitch modification?
I currently have a universal trailer hitch that sits too low. Would I be able to modify it so that it sits as close as possible to flush with the OEM bumper?

What brand is it? The one I bought I was able to cut the brackets with a grinder and still use the 2nd set of bolt holes everything lined up and still bolted together.

I had one on my previous xj. I don't know if it was the same as yours . I baught it at pep boys. What i Did was flip it upside down. Mine had the brackets that bolt to the frame and the center crossbar were separate and attached with bolts. So I just flipped the center section upside down. I had to trim the bumper just a bit for the part where the hitch goes in.
