Is it really common for the 8.8 axle tubes to spin loose?

Is it really common for the 8.8 axle tubes to spin loose?
Right now I'm unable to weld the carrier housing to the axle tubes. Is it very common for this to happen? Thanks

Engine: 12 hole bosch Injectors
