For a roof bar with (4) 55W Halogens, I understand that each pair of lights needs it's own relay and fuse; with that in mind, does the whole roof bar need two switches, one for each pair? Or can just one switch be used for the entire roof bar?

Since you are running the whole load through relays you could theoretically hook up dozens upon dozens of lights through a single switch.

Yup since all th switch does it send power to close the relay but the load goes through the relay and no the switch. Just have 2 pigtails come off the switch, one for each relay

It's all about what the switch, relay and wiring are rated for - don't assume that all switches and relays are the same. You don't need multiple relays if you don't want them - just get one that's sufficiently sized for the current draw and be sure to provide the wiring and terminals that exceed the current draw off your lights. As for the switch, the sky is practically the limit. If you're running the mains power through a relay, then you only need a switch rated to deal with the current draw off the relay's coil - which is almost nothing. You just need a simple SPST with whatever bell/whistle you want (lights, sounds, shape, action, etc...)

Or make your own switch panel from a gauge pod that's easy to see and reach on and off road even at night.
