My buddy just upgraded his whole suspension on his 2013 rubicon 10th anniversary edition. He has
The kit includes:
4 Rubicon Red Shocks
4 Springs (2 Front/ 2 Rear)
8 Control Arms ( 4 Front – 2 upper/2 lower, 4 Rear – 2 upper/2 lower)
1 Front Track Bar
1 Rear Track Bar
2 Front Sway Bar Links
Will any of this work for a 98 xj and if not what parts will? I don't have a lot of money for a lift so trying to do different ways. Thanks for the inputs

You can do a 2" puck n shackle lift for under $100, if you're looking to get a lift on the cheap that's the way to go.
Get some ground clearance, nicer stance, and doesn't require changing any other parts.
Unless you know what you're doing, and what parts to use, scabbing a Frankenstein lift can leave you with a mess of a rig that's not fun to drive, sometimes entirely unsafe.

The shocks could work the rest wont.If you trying to get a lift cheap save up and do it right,A 3 inch lift from rustys is 479 bucks http://www.rustysoffroad.com/rustys-...-pack-kit.html
