Default No headlights lows or highs

So first off I got a 99 4.0 aw4
The problem started today.. well at least I noticed today.
I installed a set of 12 LED rock lights today in my wheel wells. I wired them to my factory fog switch. The PO had spliced the old fog light wires for some cheapy off road lights that I took off. I went ahead and replaced all 4 10a headlight fuses. Changed the headlight ****/switch. Still no luck.
I do have aftermarket headlights with h4 bulbs.

What else should I check out guys? Its raining and I did this all in the rain tonight. Thinking maybe some grounds. Could the Multifuncton Switch be a culprit?

Although I have aftermarket headlights I really meant to post this in OEM tech

You own a multimeter? Are the fuse positions getting power? I assume there's no power at the LEDs?

There is power to the LEDs which is really weird. I have no highbeams and no low

Ok I got a Klein multimeter. Will test at the bulb sockets.
What else can I test if no power there? I need to fix this soon hope it's something simple.
I did get a new multifunction switch from a 2000 in the jy. I've read that it ties to the headlight switch wiring too
