Default New-B w/ issues...

Been trying to get my daughters 99 Cherokee to p*** inspection. It keeps throwing P0505, Idle air control, I cleaned that all, looks like a new one is needed?
Also, It throws P0138, Rear o2 sensor. I replaced it w/ an OEM one, then I inspected the wire harness, pulling the wires. Then I built a simulator, now I am out of ideas. What to do? It's been a week of trying to get it to not throw the code.
New brake lines, new muffler, fixing vacuum leaks, new injector...
Is there anyone doing computer reprogramming to remove the emission codes on these?

What do you mean by a simulator? And why did they blank out the work pass??

I'd read that from a google search. A simulator is a set of resisters put together so as to simulate a good o2 sensor signal. Directions were downloaded. It allows one to rule out the rear sensor as the issue as it should think everything is right. Looks like maybe it could be the front sensor even tho it shows the rear sensor per the code?
I have a code scanner w/ delete function and have also done the battery disconnect delete. I just don't find a reason the code reappears.
