Mix matching?

Mix matching?
Okay so I got a 00' cherokee but had a bad block, but the head was good, so I had a 89' block that I used and put the 00' head onto it. Engine is in and everything is connected right. Go to turn over the key get to rotations and then it sounds like it's almost about to die. Strapped jumper cables to it but still has the same problem. I'm using the starter out of the 00' jeep and it sounds like it doesn't have enough to push it on over. Do I need a bigger starter?

Have you turned it over without the plugs in? I'm wondering if the starter still struggles or if there is a different problem..
