leaf spring bolt and trailer hitch

leaf spring bolt and trailer hitch
i was trying to install a reese trailer hitch today and i couldnt get the brackets on because the leaf spring bolt was in the way. Can i take about an inch off the end of the bolt with a grinder to make clearence for the hitch bracket?
