My buddy was replacing his intake manifold and exhaust gaskets and broke one vacuum line that we know of and replaced it. All of the other ones seem to be undamaged and we replaced the map sensor and the TPS but still revs up and don't come down. Any suggestions would be helpful

Was it revving high before changing the intake gasket? Kind of sounds like you have an intake leak around the new gasket. Check and make sure it was tightened down evenly. One trick is to spray starting fluid around the intake and if engine idle changes anywhere you found your leak.

Another thing to look at is the Idle air controller. It mounts to the back of the throttle body and can sometimes get stuck open causing the engine to rev high.

I'll guarantee you that the intake manifold is not completely seated and is hung up on a locating dowel even though you feel that all the bolts are tight.
