Would a cluster from a 99 grand fit in a 98 XJ?

Nope

Only 97-01 Jeep Cherokee (non-grand) will work in your XJ

OK. That's weird. Knowing how Chrysler used the same assemblies in all their cars and seeing that the white portion of the gauge module looks so similar, I thought there was some option there...

If you disassemble the cluster completely I'm sure you will find some parts that are interchangeable.
