They have 99 XJ with:
rear: aluminum bricks between springs and axle with long clamps.
front: some kind of spring stretching brackets.
How much is that kit new and how much should I offer them?
I don't want to pay them $30 and then find out that all parts are $25 new.

if you plan to use this for any off road at all, don't get lift blocks!!!!
and i have no idea what spring stretching brackets are, but they can't be good by any means, if you want a budget boost, just go on ebay, get a kit with shackles and coil spacers, like $75 and much much better than getting lift blocks

I believe a 3" with the 8.25 axle might need sye, but most jeeps don't need it until 4.5. You can get away with a t-case drop too.

Yeah. You can also shim your axle and get a slightly longer drive shaft so the slip yoke isn't falling off the t-case output shaft, or spend the same money by doing it properly. Hack-n-tap SYE with a junkyard front driveshaft

that sounds right, i know what those are, spring compressors, i own a pair of those. i've just never heard of anyone actually using them to lift a vehicle, that sounds incredibly sketchy
