Making a shackle could be tough, but do-able.
I would use some 3/16 or 1/4 steel make two long ovals and drill a hole on either side(I don't have the measurements, but just measure the stock shackle holes now go 2" longer). The problem will be that the shackle box is only 2" wide (I think) while the leaf spring is 2.5" wide, so you will need to bend the steel ovals outward in the middle.
Or . . . you can do what I did and make relocation brackets and have straight ovals. This is mine using a longer Dodge Dakota main spring.

Just remember its 2to1 ratio on the shackle length. So if the stock shackle is 4" long and you want 2" of lift the new shackles will need to be 4" longer than stock.

He is saying that by extending the shackles 2" longer only gives you 1" of lift. So I think the stock shackles are 3.5" long, so you would need 7.5" shackles for the 2" your looking for. Advance auto parts and autozone sell a shackle kit for Chevy 1500s for $40 bucks and are direct bolt in and 7.5" long.
