Heat problem, got sick , evry 15 minutes temperature gets high!!!

Heat problem, got sick , evry 15 minutes temperature gets high!!!
always when i go to desert for driving , every 15 to 20 minutes warning sound about temperature is high !!! dont know what to add to solve this. i know each XJ got same problem as all my friend also complaining about heat problem ,
Any sugestions !!??

does this happen when sitting still or driving around town possible clutch fan,thermostat sticking

I have a '91, and it has a fan clutch. If your '99 has a fan clutch, you can check it easy. While the jeep is cold, with the engine not running, turn the fan, it should turn easily. Drive the jeep and get it hot, now with the engine off turn it again, it should have resistance.
Check water pump: With the engine running, carefully squeeze the top radiator hose, you should be able to tell if it's pumping.
