Having Trouble Repurposing Power/Comfort or Fog Light Switch

I have a 1989 without factory fog lamps and with the power/comfort switch on the dash.

I have swapped the AW4 auto to an AX15 manual so the transmission switch is not serving any purpose.

Having parted out 4 XJ's and a ZJ for the two I currently drive I have a pretty good selection of parts here.

I am trying to use the extra switch to turn on my aux fan. Fan is wired with a relay and 20 A fuse from the battery and right now comes on with the key.
Also planning to do the same with the fog lamp switch to a relay like the fan.

Three terminals on the switch and I cant figure out how it works.

Testing for continuity the top and bottom terminals of the switch are always connected in the off or on positions.
Center terminal is never connected in the off or on positions.

What is going on here?

The wiring diagram for the AW4 and the power/comfort bypass provided by cruiser lead me to believe the top spade is to ground and the bottom should be fed 12v and the center sends power to the relay when in the on position but it doesn't seem to work.

Has anyone used these switches without using the stock wiring? Maybe I'm missing something here.

Are you sure the switch is good? I haven't done what you are saying, but plan to.

Checked the three spare switches I have out and all act the same.

These are only the fog and transmission switches I am looking at. The rear wiper and rear defroster are a whole different animal.

1 Attachment(s)
Fog light switch from a 1996 into the place of my 1989 transmission switch to activate relay for aux fan.
Middle prong connected to key on power, bottom prong goes to the relay.

Switch plate from 1993 was used by cutting out the black plastic cover. White "Frame" of the switch mount underneath was already cut.

Light on switch will not activate when on with this setup.

Cool. I have a bunch of those switches in a box somewhere in the shed. I grab them every time I see them in the junk yard. ONE DAY I'll get around to installing some accessories that need some switches. Thanks for the follow up.
