Hard to find 4 high

Hard to find 4 high
2000 Sport
4.5 Rought Country (Bought on Craigslist)
31x10.5x15 Good Year Wrangler dual track
Alum Rims (Bought on Craigslist)
After installing the lift I have problems finding 4 high. I moved the shift lever and feel it move into 4 high but thats not what the shift lever is indicating. This is my first lifted Cherokee and I need to know if I missed some thing? Need to add some thing? Or is this normal.
