Default Hanson Bumper & Transition Issue

All:

I am in the process of installing a new Hanson bumper on my 1999 and I am unsure how to handle the transition between the fender flare and the end of the new bumper. Therefore, I am asking this forum for some insight/advise.

Cut the inner fender liner level with the fender flare.. or a tad higher.

If I made the cut you recommend, how would I attach what remain to ensure that it doesn't flap in the wind as I drive?
