can i put flares on chopped rear panels. or would that not be possible anymore. the panel was cut into the pinch welds. they are rustys flares

Anything is possible. 
You might have to get a little creative but you can do it.
Mine is cut like that too!
Stupid idiots don't know how to cut fenders....
I'm going to have my fab guy do some tube fenders anyway so it's all good.
