Do lifts lose their lift?
About 10 years ago I put on a black diamond 4" lift. I've decided to fix up my Cherokee after going through 3 teen drivers (its part of the family). I've noticed that it isn't as high as it used to be. Do the springs and leafs sag? If so do I just replace the coils and the bottom leaf? Or do I just replace the shocks? The Cerokee is still level, so it seems wierd that the coils and leafs would sag the same amount.

Yes, over time and with use, springs can sag. Replacing the shocks (unless they're like air shocks won't do anything to raise it. You'll have to replace springs to get it back up to where it was.

The rear leafs can sag pretty bad, yes. If they start frowning, time to get a new pack or make a bastard pack with s10 leafs. All the shocks do is absorb the leafs and coils tendency to bounce around.

+1 to the above. It is odd that they sagged at the same rate. When in doubt, measure! Center of wheel to bottom of flare or top of axle to frame rail.
