Centerline wheel noise

Centerline wheel noise
I know this is wierd but hopefully someone else has had the problem here and know of a fix. I have the centerline hawk wheels that use the centercaps to cover the lugs. While driving slow the caps all pop and snap continually, take them off and gone is the noise. The only way I've found to stop the noise is to run out the bolts so they're loose, but then they'll come off. Anybody ever heard of such?
