Brakes or Transmission problems? 95 XJ 4x4 AW4
 

So about a week ago my driver side wheel cylinder assembly busted and the brake light came on the dash. Parked it and now a week later finally took care of it. Did both wheel cylinder assemblies put new drums and shoes. Fix the problem with the brake light and the braking issues but now whenever I throw it into drive it's like my rear brakes are locked up and I can't go above 5 miles an hour and the RPMs are high. When I mainly drop it down to first gear and shift like that it seems to drive normally but I can't get above 25 miles an hour in 3rd gear and drive still acts weird. Anyone have any ideas what could be wrong?
