What sized shocks? if for 3.5" or less need new ones. To get to 4.5" there are many ways to go. This is what would do.

Spacers for the front springs.
Either Shackles or swap AAL for S10 Bastard pack
Adj Trackbar
Adj Lower arms
YJ Brake lines F & R

I don't mean to hi jack your thread, but I am in a similar situation I have a RE 3.5 lift kit and a 1 inch coil spacer up front and a 1 inch shackle lift in the rear for a total of 4.5 inches of lift. I am looking to get another inch or two added any suggestions?

I was thinking of doing a 2 inch coil spacer in teh front and a 2inch rear shackle. Anyone know who makes the longest rear shackles for xj applications?

The reason for all of this is I have 35s coming and they will fit my current setup but just bearly in the rear another inch or two back there would really help alot.

Then you have the answer to your question 4.5" is outside of that range. Those shocks will be OK if used on the street, only.

I figured as much, but if i bought new shocks, could I just get the spacers and bastard pack to go up? Or would it be more logical to get a whole new lift?

Really comes down to "need, want, and Cash". That list above gets what Need, to acheive what you want at the lowest price. A kit will get you what you want and most of what you need for more $, comes whith instructions and might or might not be better.
