Default Big electrical problem(headlights brake lights turn signals...)

I went and looked at a 95 cherokee 2 door 4.0 high output 6 4X4 manual

heres the part that scares me, the headlights wont go on nor will the brake lights. heres a list of what was happening while he was showing me it.

pulled lever out two clicks the brights dash light cam on and both hazards solid then he would pull brights lever back (on steering collom) and nothing would come on to this point except rear lights.(not brake lights) not if he did turn signal it would flash barely sometimes slow.

now if he were to pull lever for lights back two clicks and hit hazards the front headlights would Barely come on VERY dim not drivable at night and still no brake lights.

all dash lights worked (abs light is on but i dont think has anything to do with problem) and door dings worked fine.

Im looking for any help possible.
