Best $500 +/- $100 lift that money can buy?
Any current sales? I am looking for a 3" to 3.5" lift for my 93 XJ. It looks like Rough Country or Iron Rock fit my budget fairly well. I will spend 80% of my time on the road, the remaining 20% is for trails.
Does a 3" save me a whole lot in stability, gas mileage, and changes to the power train versus a 3.5"?
What do you guys recommend? Any sales I might not be aware of?

if you install it yourself. (it saves a lot of money)
I would get the rough country series 2 kit with an adj track bar and full leafs in the back.
Now if you want it to drive like stock or better sense you drive a lot on the road you will need to upgrade to Bilstien shocks.
I have the rough country series 2 3" lift and i love it. I got the full springs and adj track bar. I wish i would have just gotten the HD track bar. its only a few$ more. It does however ride very stiff. I feel all the bumps and pot holes in the road. This is because the shocks suck. I plan to upgrade to bilstiens when i go bigger.

blistens are very expensive and will make your ride smooth as can be but if your gonna lift n wheel a rig i feel money should be spent elsewhere on other mods then on shocks but thats me. i would go with either rustys or RC for price and quality. the RC series 2.2 shocks ride very smooth for there price.

So it looks like for approx. $700 I can get the Rough Country 3" II kit with full leaf pack and upgrade to RC 2.2 shocks. Seem like a good deal? Are the shocks considerably better than the Nitro 9000 shocks?

There is really no stability gas price difference between 3-3.5" and I have the nitro 9000s and I hate them! They are okay for offroad(nice and stiff) but I feel every bump and pot hole! The jk shocks are a great alternative for 3" lift shocks! I wish I would have done this! And you can find them all over the classifieds on many jeep forums! I tried to get the 2.2 RC shocks but they told me they did not have them for the 3" lift.
