BDS 5500 shock question

I just received my new shocks, BDS 5500's. First thing I noticed is that they don't expand on their own. I've only replaced shocks on on-road vehicles so I'm not well versed in off-road/performance shocks. All 4 shocks just sit there until I pull them out by hand. Then they will sit there until I push them back in by hand. Is this normal?

Yea, I'm excited to get them installed. I got them because they came highly recommended as great quality, middle-of-the-line, and AFFORDABLE for those of us on a budget...
